REQUEST FOR EXPRESSIONS OF INTEREST This notice is provided to identify the intent of Sandia National Laboratories and the Department of Energy to develop and/or offer to develop approximately 70 acres of unimproved Federally owned land located on the West side of Eubank Boulevard adjacent to Kirtland Air Force Base, Albuquerque, New Mexico. The land is proposed for long term leasing to a single or multiple organizations for construction of facilities for use by or in support of companies, businesses and organizations providing technology compatibility with the present and projected future missions of Sandia National Laboratories and the Department of Energy. All expressions of interest are requested to include NARRATIVE CONCEPTUAL PLANS, OBJECTIVES, AND INITIATIVES FOR POTENTIAL SITE DEVELOPMENT. All submissions shall become the property of Sandia without compensation and may be used as deemed appropriate by Sandia in the overall development plan. Submitted information will be reviewed and evaluatedfor purposes of developing the criteria for publicly advertising the land for lease. This leasing process will be through a "Request For Proposals" developed from Sandia's vision and submitted expressions of interest. This is not a request for bids, but a request for comment and involvement by the public in the development and use of Federally owned lands in order to maximize its potential use. All comments will be appreciated. The identified land is not excess to the Department of Energy and is to be developed as part of its on-going mission and the mission of Sandia National Laboratories. Land use for purposes of this request will be based on the evaluation of a single or multiple leases whichever is considered most effective for the optimum land development. Upon the evaluation of all expressions of interest as they may apply to the Sandia and the Department of Energy objectives, the Department of Energy, at its sole discretion, may approve Sandia's issuance a Solicitation For Offers. This solicitation will be in anticipation of awarding a lease or leases for development of the land if such award is determined to be in the Government's best interest.
