Oceanic and Atmospheric Administration (NOAA) intends to modify the
existing contract (No. 50DDNE-8-00002) option period with General
Electric American Communications (GE Americom) for an additional three
months of telecommunications services. The contract, in its final
option period, expires on September 30, 1998. This contract provides
for (1) a communications system for transfer of TIROS-N wideband data
from NESDIS Command and Data Acquisition Stations (CDAS) to various
data processing facilities; (2) two-way narrowband communications
services for the operation and control of TIROS-N satellites, and (3)
half-duplex wideband transmission/reception of data between various
locations throughout the country. Similar services are now being
provided by the Air Force for the Defense Meteorological Satellite
Program (DMSP), under a GE Americom contract. NOAA's goal is to
consolidate the DMSP and DOMSAT contracts under the AF contract, which
will expire in March, 2001. This will allow for all theDMSP and NOAA
requirements to be re-competed as one contract at the end of the AF
DMSP contract. Vendors who believe they can satisfy the Government's
requirements are invited to submit an affirmative response. To be
considered an affirmative response, vendors must submit written data
and documentation which demonstrates a knowledge of and close
familiarity with the communications system used for transfer of
wideband and narrowband TIROS-N data. Any prospective offeror must also
demonstrate a cost and technical benefit to the Government in view of
the short period of performance. All responsible sources must submit a
written narrative statement of capability to provide the required
telecommunications services sufficient to permit an agency analysis to
determine a bona fide capability to meet the Government's
requirements. Responses without the required documentation will be
