M -- OPERATION OF INS' APPLICATION SUPPORT CENTERS SOL HQ-98-62 DUE 093098 POC Albert Dainton at 202-305-7846 The Immigration and Naturalization Service (INS) has a requirement for management, facilities, acquisition support, training, personnel support, supplies, and equipment necessary to operate and manage its Application Support Center (ASC) facilities. The INS operates over 125 ASCs throughout the United States and its territories. ASC facilities provide various immigration related services to INS customers seeking naturalization or other types of benefits (such as fingerprinting or citizenship testing.) Services to be provided under this contract consist of, but are not limited to, the following: (1) fingerprinting services, including customer identity verification, rolled or electronic fingerprinting, entry of masthead information, and control of the fingerprint documents; (2)mobile route fingerprint services; (3) physical security of ASCs; (4) facility management; and (5) information technology services, including maintaining and providing the ASC LAN and providing IT Help Desk support. Performance is anticipated to begin in July 1999, with the period of performance consisting of a one year base period, plus four one-year options, as well as an option to extend services for an additional six months. A three month transition period is incorporated into this period of performance. INS anticipates that a fixed price, indefinite delivery/indefinite quantity and time-and-materials type contract will be negotiated, unless the INS determines that services may be more effectively obtained through GSA schedules.
