Contract Action (NOCA) for supplies and services to be acquired from
General Atomics -- Aeronautical System Incorporated (GA-ASI), San
Diego, CA consisting of the production, sustainment and upgrades of the
Predator systems through multiple contracting actions and various
contract types. Specifically, acquisition of approximately four
Predator systems (one (1) system is comprised of a ground control
station and four (4) air vehicles) and approximately 32 attrition air
vehicles will occur over a four-year period. The management of the
Predator program including all current contracts is being transferred
from the US Navy, Patuxent River, MD, to ASC/RAB, Wright-Patterson AFB.
OH. Production of the systems and the necessary attrition vehicles is
planned on a fixed-price-incentive (firm-target) basis. Spare and
repair parts, support equipment, retrofit of existing systems,
training, engineering support, program management and
administrative/technical data will beprocured utilizing various
contract types. Throughout production it is anticipated the program
office will include all subsystem vendors as subcontractors to GA-ASI
who has assumed Total System Performance Responsibility on the Predator
system. The Air Force anticipates options for varying quantities of
Predator systems, subsystems, components, and ground support equipment.
Sustainment requirements of the Predator system, subsystems,
components, and ground support equipment include, but are not limited
to, preplanned product improvements, logistics support, engineering,
technical, field support, and training, along with efforts to design,
develop, test, fabricate, integrate, and install engineering changes to
operate, upgrade, and maintain the Predator system. Labor and materials
necessary to inspect, test, repair, modify, restore, calibrate and/or
return to ready-for-issue condition Predator systems, subsystems,
components, and ground support equipment are contemplated for future
procurements. It is anticipated the sustainment of the Predator system
will be procured through both fixed-price and cost-reimbursement
contracts. The estimated value of these procurements from Government
Fiscal Year 1998 through 2002 is $257,000,000. These contracts will be
awarded pursuant to the authority of FAR 6.302-1 {(10
U.S.C.)2304(c)(1)}, only one responsible source and no other source can
satisfy agency requirements. Small Businesses are hereby notified of
potential subcontracting opportunities for this acquisition. The Point

(937)255-3681. An Ombudsman has been appointed to hear concerns from
potential offerors during this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor concerns, issues,
disagreement, and recommendations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection

problems that have been previously brought to the attention of the
contracting officer and could not be satisfactorily resolved at that

proposal, or quotation which shall be considered. Authority: 10 U.S.C.
2304(C)(1), Justification: Supplies (or Services) required are
available from only one or a limited number of responsible source(s)
and no other type of supplies or services will satisfy agency
requirements. The proposed contract action is for supplies and services
for which the Government intends to solicit and negotiate with only
one, or a limited number of sources under the authority of FAR 6.302.
Interested persons may identify their interest and capability to
respond to the requirement or submit proposals. This notice of intent
is not a request for competitive proposals. However, all proposals
received within forty five-days (thirty days if award is issued under
an existing basic ordering agreement) after date of publication of this
synopsis will be considered by the Government. A Determination by the
Government not to compete this proposed contract based upon responses
to this notice is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose
of determining whether to conduct a competitive procurement. It is
suggested that small business firms or others interested in
subcontracting opportunities in connection with the described
