The Defense Reutilization and Marketing Service offers property for Government re-use and sale from nine of the Defense Logistics Agency distribution depots. This unique program, known as Recycling Control Point, or RCP, uses the concept of "moving information and not property". Traditionally the military services and depots physically transfer excess property to DRMS offices to be offered for re-use and eventual sale. Under the RCP program property remains in its original warehouse location in the depot and is transferred to DRMS electronically. Government and sales customers are then able to view information about the property through various electronic media including the internet. DRMS is now proposing to offer for sale selected Federal Supply Groups (FSG) and Federal Supply Classes (FSC) on Sealed Bid Term Sales. The first sale will be FSC 1560, Aircraft Airframe Structural Components. Tentative Bid Opening Date has been set as September 22, 1998. The successful buyer will gain exclusive purchase rights and obligation to purchase all usable FSC 1560 property generated by Defense Distribution Depots located at San Diego and Sacramento, CA; Hill AFB, UT; San Antonio, TX; Oklahoma City, OK; Warner Robins, GA; Jacksonville, FL; and Mechanicsburg and New Cumberland, PA. Contract performance period will begin approximately October 1, 1998 and end September 30, 1999. The successful buyer will be billed on a bi-monthly basis for property shipped and will pay a fixed percentage of the original acquisition value of the property. Historically there have been 5,835 line items of FSC 1560 property generated from the nine Defense Depots included on the contract. Acquisition value of the property during the preceding 10 months totaled $87,200,635.00. Percentage of property in Supply Condition Code "A" was 86% with 12% in SCC "F".
