accordance with FAR Subpart 12.6, and supplemented with additional
information. Provisions and clauses are in effect through FAC 97-05.
This procurement is unrestricted to business size. The sic code is 3822
with corresponding size standard of 500 employees. Offerors should
indicate business size relative to the SIC Code. The US Geological
Survey (USGS) has a requirement for an off-the-shelf Optima 3200DV ICP
AES system or equal which includes Inductively Coupled Plasma Atomic
Emission Spectrometer (ICPAES) system, computer, printer, and chiller.
Specifications for hardware: 1) wavelength range: coverage from 165
nm-766 nm; 2) detector type: segmented array Charge Coupled Detector
(CCD); 3) plasma power source: free-running, 40 MHZ Radio Frequency
(RF) generator; 4) Gas flow: computer controlled mass flow controllers;
5) plasma viewing orientation: "dual view" option (both axial and
radial views of plasma). This option should be selectable for
individual elements in an analytical method; 6) sample introduction
system: computer controlled 3-channel peristaltic pump, accessory kit
for online internal standard additions, cross flow nebulizer, glass
cyclonic spray chamber, capability to add an auto sampler later; 7)
operator access to torch compartment including plasma viewing window;
8) cooling system: 115V, 60 Hz, water recirculator and chiller for the
range 5-35 degrees C; 9) network ready, Windows 95 or Windows NT
compatible Pentium computer system; 10) printer, HP Deskjet 692/694 or
equal. Specifications for software: 1) Windows 95 or Windows NT
compatible software; 2) data export must be compatible with Excel
spreadsheet files; 3) computer controlled gas flow, sample flow,
lighting and plasma optimization procedures; 4) simultaneous background
and analyte line measurement; and 5) offline sample/data reprocessing
must be available. Other Requirements: Offeror must include cables,
installation, and training classes for at least two USGS personnel at
no additional cost. Warranty: Offeror must include a minimum of
one-year warranty for parts and labor. The software must be Year 2000
compliant. Delivery F.O.B. Destination is required within 30 days after
contract award. The provisions at DIAR 1452.212-1 DEV, Instructions to
Offerors -- Commercial Items, and FAR 52.212-2, Evaluation --
Commercial Items, apply to this acquisition. Please include a completed
copy of the provisions at FAR 52.212-3, Offeror Representations and
Certifications -- Commercial Items with offer. Copies of this provision
may be obtained by contacting the Contracting Officer. The FAR Clause
at 52.212-4, Contract Terms and Conditions -- Commercial Items, and
DIAR 1452.212-5 DEV, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders -- Commercial Items apply to
this acquisition. Proposals will be evaluated on the following criteria
in descending order of importance: (a) conformance to the
specifications contained in the RFQ, (b) quality of system components,
(c) past performance in production of similar equipment, and (d)
price. Offerors shall provide three references of current equipment
users. The Government intends to award a contingency contract subject
to the availability of funds. The Government may award without
discussion. Proposals must be received in this office by 2:00 p.m. PST,
