for Offer (RFO)5-58769-243 for the design, development, fabrication
and testing of a nanosatellite solid propellant motor prototype. This
effort will determine the feasibility of using certain materials and
design features to make the inert mass, thrust level and size of the
motor compatible with the requirements of nanosatellites. The design
requirements are 1)minimum total impulse not greater than 3000 N-sec;
2) maximum total impulse not less than 7000 N-sec; 3) maximum diameter
11.4 cm; 4)maximum length 24.1 cm; 5)maximum thrust 445 N; 6)minimum
vacuum specific impulse 280 sec.; 7)propellant mass minimum of 80% of
total mass; 8)maximum total impulse error 0.5%; 9)maximum ignition
power 1 W; 10)operating temperature -10C to +40C; and 11) on-orbit
storage (pre-firing) 2 years. The contractor shall provide the labor,
facility and materials necessary to perform the contract. The
Government does not intend to acquire a commercial item using FAR Part
12. See Note 26. TheDPAS Rating for this procurement is DO-C9. The
provisions and clauses in the RFO and model contract are those in
effect through FAC 97-06. All qualified responsible sources may submit
an offer which shall be considered by the agency. The anticipated
release date of the RFO is on or about August 28, 1998 with an
anticipated offer due date of on or about September 28, 1998. An
ombudsman has been appointed -- See Internet Note "B". The solicitation
and any documents related to this procurement will be available over
the Internet. These documents will be in Microsoft Office Suite (Word
6.0, Excel 5.0, PowerPoint 4.0) format and will reside on a World Wide
Web (WWW) server, which may be accessed using a WWW browser
