(NOCA). A Sources Sought Synopsis was released on 26 May 98 under the
project entitled "Optical Coating and Component Evaluation Laboratory
(OCELL) II." This announcement is to notify all interested parties that
the Det 8 Air Force Research Laboratory (AFRL) at Kirtland AFB, NM
anticipates releasing a solicitation F29601-98-R-0012 on or about 28
Aug 98 for "Coatings for High Energy Laser Applications (CHELSEA)." The
acquisition will be solicited on a full and open competition basis.
Proposals are due thirty (30) days thereafter. A written Draft Request
For Proposal (DRFP) will not be issued for this acquisition; however,
documents contained in the RFP will be immediately uploaded on the
Phillips Research Site Contracting Bulletin Board as it becomes
available and may be downloaded at Internet site:
http://prs.plk.af.mil/PK/mainmenu.htm. The POC of the bulletin board is
Mr John Webb, AFRL/PKAX, (505) 846-4457. An indefinite-delivery
indefinite-quantity, cost-plus-fixed-fee, task order type contract is
contemplated. The contractual effort will consist of one (1) award for
a contract with an ordering period of five (5) years from the date of
award. The anticipated contract value is $6.2M. A Site Visit is
scheduled for 25 Aug 98 through 2 Sep 98. Any offerors interested in
the site visit should contact the Contracting Officer at (505) 846-5119
for an appointment. The security classification of the contract is
expected to be SECRET. Foreign-owned firms are advised that they will
not be able to participate in this acquisition at the prime contractor
level. This acquisition may involve technology and/or may require
access to Militarily Critical Technical Data that is subject to Export
Control laws and regulations. Only offerors who are registered and
certified with the Defense Logistics Information Service (DLIS) may
submit proposals. The offeror is required to submit a certified copy of
the DD Form 2345 with proposals. Contact the DLIS, 74 North Washington,
Battle Creek, Michigan 49016-4312 (1-800-352-3572) for further
information on certification and the approval process. An Ombudsman has
been appointed to hear concerns from offerors or potential offerors,
primarily during the proposal development phase of this competitive,
negotiated acquisition. The purpose of the Ombudsman is not to diminish
the authority of the Program Director or Contracting Officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel in the
pre-proposal phase of competitive, negotiated acquisitions. Before
contacting the Ombudsman, potential offerors should first communicate
with the Contracting Officer. In those instances where offerors cannot
obtain resolution from the Contracting Officer, they are invited to
contact the DET 8 AFRL Ombudsman, Mr Eugene DeWall, Det 8 AFRL/PK-D, at

87117-5773. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
