The Substance Abuse and Mental Health Services Administration (SAMHSA),
Center for Mental Health Services (CMHS) through the Program Support
Center, ADP Acquisitions Branch plans to award a sole source simplified
acquisition to the National Association of Mental Health Planning and
Advisory Councils to increase knowledge about mental health service and
service systems that work, available to state planning and advisory
council members as an aid to their planning and advisory functions.
This knowledge must be provided in a "user friendly" manner and
adequate follow-up provided to increase the likelihood that the
knowledge actually will be used in preparing state mental health
service delivery plans. CMHS's objective is to improve the relationship
between its Knowledge Development and Application (KDA) activity and
state planning occurring under the Block Grant. The Contractor shall
translate and disseminate selected CMHS KDA products into brief, easy
to understand documents tailored to the needs of state planning and
advisory council members. The Contractor shall track changes in
planning council membership and provide knowledge products and
follow-up to new council members as they begin their tenure. The
Contractor shall identify the extent to which CMHS knowledge products
are actually used in the state planning process and where gaps in
knowledge products exist. The Contractor shall identify ways the CMHS
can improve its knowledge about products and increase how they are used
in the state mental health planning process. The simplified acquisition
anticipated award date is on or about September 8. No solicitation is
available. The proposed simplified acquisition action is for supplies
or services for which the Government intends to solicit and negotiate
with only one source under the authority of FAR 13.106-1(b). Interested
persons may identify their interest and capability to respond to the
requirement within 15 days after date of publication of this notice. A
determination by the Government not to compete this proposed
simplified acquisition based upon responses to this notice is solely
