Justification for Other Than Full and Open Competition is 10 U.S.C. 2304 (1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies will Satisfy Agency requirements. This notice of intent is not a request for competitive proposals; however, all responsible sources shall submit information which clearly demonstrates their ability to provide this item. This information must be received by the Contracting Officer within ten (10) days of the publication of this announcement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government The Contracting Officer will review responses and make a final determination at that time.
