synopsis/solicitation for commercial items prepared in accordance with
the fomat in Federal Acquisiton Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. The
solicitation number is DTTS59-98-R-00010 and it is being issued as a
Request for Proposal (RFP). The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-04. The solicitation is for wireless messaging and paging
services for the Department of Transportation (DOT), Transportation
Administrative Service Center (TASC). Among other requirements,
offerors shall be required to provide paging services in all 50 States,
Puerto Rico, and the U.S. Virgin Islands, offer coverage on a local,
regional, national, or nationwide roaming basis, and offer numberic or
alphanumeric pagers (at least one ofwhich features FLEX technology.
Interested offerors wishing to obtain a complete Statement of Work
(SOW) regarding these services shall send an electronic mail request to
mark.welch@tasc.dot.gov. The anticipated contract is a
firm-fixed-price, indefinite-delivery, indefinite quantity type
contract with a base year (starting October 1, 1998) and four options
years (award of single contract is anticipated). The DOT/TASC
requirements as identified in the SOW represent the minimum guarantee
for each year and the overall maximum for the contact is fifty million
dollars (services about the minimum guarantee would be ordered by task
orders issued under the contract). The provision at FAR 52.212-1,
Instruction to Offerors, applies to this acquisiton. The provision at
FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisiton;
the evaluation factors to be used are 1) technical capability; 2) past
performance (listed in descending order of importance) and price. The
technical factors, when combined, are of more importance to price.
Offerors shall include a completed copy of the provision at FAR
52.212-3, Offeror Representations and Certifications-Commercial Items,
with the offer. The clause at FAR 52.212-4, Contract Terms and
Conditions, applies to this acquisiton with FAR clauses 52.216-18,
52.216-19, 52.216-22, and 52.217-9 addended. The clause at FAR
52.212-5, Contract Terms and Conditions Required To Implement Statutes
or Executive Orders-Commercial Items, applies to this acquisiton with
the following clauses applicable: 52.203-6, 52.219-8, 52.219-9,
52.222-26, 52.222-35, 52.222-36, and 52.222-37, and 52.225-3. Offers
are due by 4:30 p.m., Washington, DC time, on August 24, 1998 to
Department of Transporation, TASC Acquisiton Services, 400 7th Street,
S.W. Room 5106, Washington, DC 20590, to the attention of Mark T.
Welch. Late proposals shall not be accepted in accordance with
52.212-1. The offeror's proposal shall include all relevant commercial
literature (e.g., description of the services and products offered,
specifications, price lists, etc.) and any other necessary information
that demonstrates the requirements of the SOW can be met, and the past
performance information requested in paragraph A.5 of the SOW. The
offeror shall also price out both the DOT minimum requirements and the
"other" requirements specified in the SOW for each contract year
(i.e., FY1999, FY2000, FY2001, FY2002, FY2003) using its commercial
pricing information as a basis. When proposals are hand-carried or sent
by courier service, the offeror assumes the full responsibility for
ensuring that the offer is received at the location by the required
time. All offers must be closed and sealed as if for mailing and fully
identified on the sealed envelope. Offerors are hereby notified that
the building located at the address stated above is a secure building
and only uniformed couriers such as Federal Express, etc., will be
allowed access into the building. All other couriers will be required
to leave packages with the receiving dock for delivery by the
departmental mail service. Departmental employees of TASC, Acquisition
Services will not be responsible for picking up packages delivered to
the lobbies or loading dock of the building. Facsimile proposals are
