is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Federal Acquisition Regulation document
(FAR) subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. Solicitation F23606 98 Q0570 is being issued as a
RFQ. The Government will award a contract resulting from this
solicitation to the responsible offeror having the lowest overall
price. The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-05
and Defense Acquisition Circular 91-13. This acquisition is set aside
100% for small business, standard industrial classification code 1731
and small business size standard $7.0 million. The Defense Priorities
and Allocations System (DPAS) rating is A-70. DESC: Services
nonpersonal to furnish all labor, tools, parts and materials necessary
to remove and replace existing fire control panels (2 KDR and 1 FCI)
with a Notifier AFP1010 (or equal) intelligent reporting,
microprocessor controlled fire detection releasing system. To include
providing and installing two (2) UV/IR detectors. Fire Alarm system
shall comply with requirements of NFPA Standard 72, Underwriter's
Laboratories under the category of Control Unit System and Control Unit
Accessories. The fire alarm system shall be manufactured by an ISO 9001
certified company and meet requirements of BS EN9001: ANSI/ASQC
Q9001-1994. All information technology (e.g., hardware/software) shall
be year 2000 compliant as defined at FAR 39.002. After upgrade a
complete test is required to ensure 100% functional capability. Only
one site visit will be conducted on 28 August 1998, 9:00 AM local.

660-687-4548, not later than 24 August 1998 to make the necessary
arrangements. Provision 52.237-1, Site Visit is hereby incorporated
into this solicitation. During the site visit the needed field devices
will be identified and must be provided/installed as part of this
requirement. F.O.B. destination to Whiteman Air Force Base, Missouri is
required. Blanket Wage Determination No. 94-2307, Revision No. 11,
dated 06/30/1997 shall be incorporated into the resulting award.

Applicable to Defense Acquisition of Commercial Items; Clause

252.2004-7004, Required Central Contractor Registration (Mar 1998) and
DFARS Clause 252.232-7009, Payment by Electronic Funds Transfer (CCR)
(Jun 1998). Offerors must include a completed copy of FAR provision
52.212.3 and DFARS provision 252.2120-7000 with their quote. The above
referenced provisions and clauses may be obtained at the following
