NOTICE/A-76 -- Maintenance and Repair of Transportation Equipment for
Public Works Center Pearl Harbor, Hawaii RFP N62742-98-R-3500. This
requirement, originally issued as a total small business set-aside,
will be amended to a full and open competitive procurement action. The
Pacific Division, Naval Facilities Engineering Command
(PACNAVFACENGCOM), Contracts Department, Pearl Harbor, Hawaii
96860-7300 will issue the amendment to the solicitation to acquire
services for the Maintenance and Repair of Transportation Equipment for
Navy Public Works Center at Pearl Harbor and Barbers Point on the
Island of Oahu, Hawaii, as part of a cost comparison study following
the rules set forth in the OMB Circular A-76 and all other applicable
supplements. Government personnel adversely affected by conversion of
government performed services to contract have the Right of First
Refusal for jobs for which they are qualified. Service requirements
include the following: (1) The contractor shall be licensed to provide
maintenance and repair of the PWC Pearl Transportation Fleet and civil
engineering support equipment, and other Navy Activities vehicles and
equipment, i.e. carts, pick-ups, sedans, vans, buses; utility, stake,
tanker and dump trucks; construction and fire fighting equipment,
material and weight handling equipment; security and ambulance; refuse
containers and work platforms; (2) The contractor must furnish labor
and supervision; (3) The contractor will be responsible for planning,
scheduling and service writing; (4) The contractor must provide tools
and equipment; preventive maintenance; inspections; service calls;
vehicle system repairs, body and fender repairs, glass replacement,
upholstery work, painting, and transportation necessary to provide

fixed price and indefinite quantity contract. The period of performance
includes a 12-month base period with option provisions to extend the
term in subsequent years for a total period not to exceed 60 months.
The Government will not issue a synopsis when exercising the option(s).
If a resulting contract is awarded after the cost comparison study,
selection of the best value offeror will be based on the offeror whose
proposal, conforming to the requirements of the solicitation and
meeting the evaluation factors, is the most advantageous to the
government, price and technical factors considered. First time
respondents are requested to submit letter of interest, by mail or fax,
which includes a brief company profile, size and experience statement,
for this acquisition, to Naval Facilities Engineering Command,
