Sea Systems Command (NAVSEA) plans to release a competitive
solicitation to implement a pilot project for ship scrapping. The
purpose of the pilot is to quantify the scope and costs associated with
ship scrapping in private industry as a vehicle for gathering
information to improve the ship scrapping process. Scrapping includes
the complete dismantling and hazardous material remediation of
conventionally-powered Navy warships. Following the pilot project the
Navy will have the flexibility to scrap all ships in the inactive fleet
inventory, with the successful offerors, depending on the results of
the pilot. The current acquisition strategy calls for award of two
separate indefinite delivery, indefinite quantity (IDIQ) contracts with
a minimum quantity of one ship to be awarded on a best value basis from
ship lots on the East and West coast. The maximum quantity for this
award will be up to the entire lot of ships for scrapping on each
coast. The East Coast lot currently consists of two cruisers, nine
destroyers, six frigates, seven minesweepers and one oceangoing tug,
totaling approximately 75,800 tons. The West Coast lot currently
consists of eight destroyers, six frigates, three minesweepers, and one
diesel submarine, totaling approximately 60,300 tons. Lot sizes are
approximate and will be finalized prior to solicitation. Companies
interested in bidding on both East and West coast lots will be required
to submit two separate proposals. In preparation for issuing the
solicitation, an industry brief is scheduled for the 24th of August.
The brief will be held from 1300-1400 at the Naval Sea Systems Command,
National Center Bldg-3, 2531 Jefferson Davis Hwy, Room 3S11. The
purpose of the brief is to give some background on the Navy's approach
to the ship scrapping pilot project, an overview of the upcoming
solicitation and solicit industry feedback concerning the strategy
proposed. Advance questions on industry proposed strategy and
evaluation factors are encouraged and can be forwarded via E-mail to
West_Ray@hq.navsea.navy.mil. A timeline for release of the solicitation
will be given at the brief. Companies are requested to RSVP in advance
with the number of attendees limited to three per company. RSVP's will
be received on a first come first serve basis in the same manner as
questions and must identify a single primary point of contact with
phone number and e-mail address. A list of interested firms and points
of contact will be distributed at the brief. The purpose of this list
is to assist companies interested in pursuing teaming or
