REHABILITATION & COUNSELING SERVICES The Department of Veterans Affairs
(VA) has a requirement to provide Vocational Rehabilitation and
Counseling (VR&C) services in Service Delivery Network (SDN) #7 which
includes the states of Texas, Oklahoma, Arkansas, & Louisiana. This
solicitation, to provide VR&C services in SDN #7, is a pilot of a
national contract that may be implemented throughout the country in
phases. The next location/SDN for that contract has not been selected,
so please do not inquire about any subsequent contract actions for
areas other than those identified above. VA will develop a multiple
award Indefinite Delivery/Indefinite Quantity Task Order contract to
meet this requirement. The VR&C services to be contracted for include
Educational/Vocational Counseling, Vocational Assessment Services, Case
Management / Rehabilitation Services, and Employment Services. The
multiple -- award contract includes a base period plus four -- one year
option periods, with the award anticipated around January 1, 1999. Each
state within the SDN will be divided into various coverage areas based
on the Veterans Benefits Administration's assessment of the need in
that area. Offerors will have the opportunity to select those coverage
areas, within the state, in which they wish to provide service. The
mere fact that a vendor currently has a contract to provide VR&C
services, in this SDN, in no way guarantees an award under this
multiple award contract. However, these vendors are encouraged to
submit an offer, in order to be considered for future contract
opportunities in that SDN. Vendors will be selected based on the
evaluation criteria established in the solicitation. The Solicitation
(SF-33) will be available for review and downloading from the VA
Website at: http://www.va.gov/oa&mm/busopp/sols.htm on or about October
6, 1998. No copies of the RFP are currently available. Internet and
