NASA/GSFC plans to issue a Request for Quotation (RFQ) 972-81619-710 for the following: Item 1 -- 2 each Radar Control Processor-Sigmet RCP-02 with HP-IB and Serial to Digital S/D Options; Item 2 -- 1 each License for Software to operate RCP-02 aboard a ship; Item 3 -- 2 each Sigmet Radar Video Processor with Digital Receiver Model RVP-7 with ZDR Option; Item 4 -- 1 each Software License for ZDR and KDP Software used in RVP-7; Item 5 -- 1 each IRIS Radar System Software for all operations and analysis features -- Sigmet Product Number: IRIS; Item 6 -- 2 each Sigmet IRIS/Analysis Software for generating and viewing all Sigmet Data Products; Item 7 -- 1 each License for IRIS/ZDR Software; Item 8 -- 1 each License for Specialized Shipboard Operations Software. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Sigmet, Inc., Woodland Park, 2 Park Drive Unit #1, Westford, MA 01886. The new radar is being built at NASA/GSFC/Wallops Flight Facility. NASA desires to develop a state-of-the-art weather research radar to meet the future needs of ground validation for NASA satellite sensors as well as to conduct original research in atmospheric phenomena. This request is for a Doppler Signal Processor (DSP), a digital intermediate frequency (IF) receiver, and a radar antenna controller including all the required software and software licenses. Sigmet, Inc. is the manufacturer of the present Doppler Signal Processor. The system is required to operate aboard ship. There is no other source that has developed and tested a suitable weather radar stabilization system for shipboard use. Therefore, this procurement should be awarded to Sigmet, Inc. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be usedsolely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
