(DSWA) is seeking contractors with the capability to design and
develop a wideband channel simulator. This simulator is to be based
upon state-of-the-art digital signal processing technology that will
allow it to simulate the expected range and types of nuclear and
naturally disturbed channel parameters critical to ensuring that
current and future DoD satellite communications systems perform
properly. DSWA seeks a modular design approach that will provide the
capabilities of flat fading with frequency selective fading in one
simulator. Additional properties include selectable amounts of delay
spread, Total Electron Content (TEC) effects and other specified
nuclear effects. A modular design approach will allow for an expandable
system. The base model is assumed to be a multi-channel simulator. A
modular design would allow additional capabilities to be added later as
they were needed. The interface between the simulator and the
communications device (modem) will be an important part of the
simulator. Since many different communications systems will need to be
tested, (such as the Universal Modem System, Milstar, and the Global
Positioning System) the simulator must be able to handle live signals
from the UHF through EHF bands. Many of these systems also use
frequency hopping and it can not be assumed that a de-hopped signal
will always be available. A versatile interface will allow testing over
a wide range of systems. This is an unrestricted procurement. All
