Aviation Applied Technology Directorate (AATD), Fort Eustis, Virginia,
is procuring on an other than full and open competitive basis, a
program entitled, "Integration of a Staring Plan Array 3-5um Thermal
Imaging Sensor in a Boeing Mast Mounted Sight", with McDonnell Douglas
Corporation, a Wholly-owned Subsidiary of the Boeing Company. The
objective of the program is to provide a kit to design/procure,
fabricate, and integrate a staring Focal Plan Array (FPA) 3-5um Thermal
Imaging Sensor (TIS) in the Boeing Mast Mounted Sight (MMS). This
effort will fully integrate the TIS kit into the MMS system, test and
evaluate to confirm MMS Performance and Environmental Requirements, and
flight test the 3-5um TIS/MMS on an OH-58D helicopter. It also includes
assembly and qualification testing of a pre-production 3-5um TIS for
MMS retrofit. This acquisition will utilize Alpha Contracting
Procedures and therefore, NO solicitation package will be prepared, nor
will a package be available for release. Contract award is anticipated
to be not later than 30 September 1998. Basis for this sole source
acquisition: MDC-Boeing is the developer and sole supplier of the Mast
Mounted Sight System (MMS). They are the only known source holding the
design, development and manufacturing capabilities, and the knowledge
to accurately and successfully perform the required modifications to
integrate the TIS into the MMS. The form, fit and function attributes,
as well as the hardware and software components, are peculiar to the
MMS as manufactured by MDC-Boeing. The Government does not own, nor
does it have access to sufficient data to prepare a technical data
package to provide to offerors under a competitive acquisition. All
responsible sources may submit a proposal which shall be considered by
