Information Technology (IT) Umbrella Program, currently sponsored by
the Space and Naval Warfare Systems Command (SPAWAR) is currently
planning one or more contracts for Systems and Database Technology
(SDT) including a Small Business award. The Department of the Navy
(DON), Department of Defense (DoD) agencies and activities, and other
Federal Agencies have identified requirements for enterprise systems
and database server technology. Requirements include database,
mathematical analysis, research and development, and general purpose
high performance/high availability platforms. A contract(s) for these
platforms must provide all hardware, software, training, maintenance
(which includes perpetual software licenses and upgrades for those
licenses), and support services to implement such technology. In
addition, it will provide enterprise solutions including enterprise
licensing, superior Relational Database Management Systems (RDBMSs),
developer and end-user tools, project management tools, technical
expertise, training, and systems and database server solutions to
integrate legacy hardware and standards compliant systems with emerging
client/server and relational database technology. The Systems and
Database Technology contract(s) will provide integrated, interoperable
information technology that will assist in the migration from
stovepipe legacy systems to open system, enterprise infrastructures and
enhance existing systems and database applications. The systems
provided under this contract must be interoperable with currently
fielded Government equipment and specifically with systems and
equipment obtained through the Database Machines and Supermini
Contracts which begin to expire in 1998. In addition, it will also
provide end-users with viable options for purchasing, leasing and
outsourcing. The systems must also provide architectural and functional
currency over the term of the contract through technology refreshment
and substitution provisions. The Contractor will act as a integrator
and facilitator to ensure that the purpose of this contract is met. As
such, the contractor will be required to support the integration of
government equipment with contractor provided components. A kickoff
meeting for all interested contractor personnel is planned for 0900
a.m. on 9 September 1998 in San Diego, CA. The brief is currently
scheduled for the Town and Country Hotel, 500 Hotel Circle North, San
Diego, CA 92108. The meeting will take place in the Sunrise Room. A
