The Objective of this contract will be to provide a comprehensive planning tool for multi-media pollution prevention involving all facets of the installation and the implementation of this planning tool. New processes, procedures, equipment and initiatives that reduce or eliminate pollution to the environment must be explored. In addition initiatives and projects dealing with affirmative procurement, energy conservation, alternative fuels and new and expanded recycling markets must be identified, and evaluated for implementation at Luke. The Contractor will perform a pollution prevention Opportunity Assessment (OA) for Luke AFB. The information gathered from this assessment shall be used to prepare a Management Action Plan (MAP) and a Pollution Prevention Plan (P2Plan) in accordance with the format established by the Arizona Department of Environmental Quality. The contractor shall also assist the 56 CES/CEV in the implementation of the MAP and P2Plan. This requirement is a 100% set-aside for small businesses.
