The Contractor shall submit a list, identifying at least four separate 48 inch cryopump operating installations in the United States which the Contractor has manufactured, and providing cognizant points of contact (names, titles, and telephone numbers or e-mail addresses) at those installations. Award will be based upon overall best value to the Government, with consideration given to the factors of proposed technical merits, price and past performance; other critical requirements (i.e., shorter delivery schedule, extent of no-cost warranty, industry/customer reputation, and economy of scale [LeRC already has 2 CVI Cryopumps, so there would be some cost savings -- due to parts/maintenance/operational training costs -- if a third CVI unit were purchased]) will also be considered. For selection purposes, technical, price and past performance are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b). Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications -- Commercial Items with their quote.
