The U.S. Army CECOM proposes to negotiate on a sole source basis with Northrop/Grumman Corp., Baltimore, MD for ALERT Algorithm Development. This forty-eight month program will develop Search-on-the-Move (SOM) Aided Target Recognizer (ATR) capability for aircraft and ground vehicle mounted sensors by modifying existing Comanche Automatic Target Detection/Classification algorithms and technology (2nd Generation FLIR and multi-function laser). This will involve testing existing Comanche algorithms against 2nd Generation FLIR data collected on stationary targets, moving targets, stationary sensor platforms and moving sensor platforms to determine current performance capabilities. Algorithms and software will be then modified and enhanced to use laser range map data, laser profiling data, and Digital Terrain Elevation Data (DTED). A rapid target insertion/algorithm training process for achieving ATD/C performance against new/emerging target threats will also be demonstrated. Flight evaluations to achieve increased operational benefits derived from the ATR algorithm enhancements for performing search-on-the-move, acquiring obscured targets in defilade, or at extended range will be performed. The primary deliverables are an ALERT Processor, an updated Interface Control Document, an updated Interface Requirements specification and an updated Mode Definition Document (MDD). Northrop/Grumman is the only source capable of performing this effort since they are a part of the development team for the ATR function. The enhanced capabilities to be developed requires a detailed understanding of the existing Comanche baseline algorithms and their current emulation to achieve a bit for bit map into the Northrop Grumman mission computer processor. Strict execution timelines and a detailed understanding of the Comanche VRTL operating system further support this sole source approach. The MDD will be releasable at the conclusion of this effort which will enhance future competition. However, all responsible sources may submit a proposal which shall be considered by the agency.
