The objective of this study is to evaluate the application of various technologies and processes for uniquely identifying motor carriers and commercial vehicles at the roadside for slow and highway speed electronic screening purposes. This study will result in a report documenting the research methodology, as well as process and technology implementation recommendations based upon various policy, site, and infrastructure configuration analyses. The study will consist of the following: Broad Literature Search, Defined Literature Search, Synthesis of Literature Search, Final Report, and Recommendations. The government will award a contract resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
