FOR THE STATES OF ILLINOIS, INDIANA, IOWA, MICHIGAN, MINNESOTA,

Friel, 301-344-3286 (after 8/24/98: 301-504-1178) C -- An indefinite
quantity contract for architectural/engineering services for
repair/maintenance, alteration, and new construction projects, in the
states of Illinois, Indiana, Iowa, Michigan, Minnesota, Missouri, Ohio,
and Wisconsin, which comprise the Midwest Area. The firm to be selected
shall be located within a 75-mile radius of Peoria, Illinois. The firm
will be required to provide professional services in the disciplines
of architecture, structural, civil, mechanical, and electrical
engineering for pre-design, design, and post-design construction
management services. The contract term will be for a period of one year
beginning from the date of award with options to renew for up to four
additional one year periods. The contract services will include, but
not be limited to, energy related studies, environmental assessments
and impact statements, surveys, investigative reports, concept studies,
geotechnical investigations, radon testing, asbestos abatement, life
cycle cost specifications, detailed cost estimates, bid evaluations,
shop drawing review services, value engineering, and other related
tasks. The Government agrees to obtain under the contract, a minimum of
$5,000 worth of professional services per year. The maximum dollar
value of services to be obtained under the contract shall not exceed
$500,000 per year. Evaluation of firms will be made on the following
criteria, each element being of equal importance: A) Professional
qualifications necessary for satisfactory performance of required
services; B) Specialized experience and technical competence in the
type of work required; C) Staffing and equipment to accomplish the work
in the required time; D) Past performance on contracts with Government
agencies and private industry in terms of cost control, quality of
work, and compliance with performance schedule and present workload;
and E) Located within a 75-mile radius of Peoria, Illinois. This
project is a small business set-aside. The subsequent contract award
will be made to a small business firm. A small business firm is a firm
whose average annual receipts for the last three fiscal years were
$2.5 million or less. Firms that do not meet this criteria will not be
considered. Any SF-254 and SF-255 Forms received after the exact date
and time set for receipt will be handled in accordance with FAR
Regulations. Firms meeting the requirements are invited to submit
SF-254's and SF-255's under Solicitation No. 9131-3K15-98 to the U.S.
Department of Agriculture, Agricultural Research Services, Facilities
Division, Facilities Contracts Branch, 5601 Sunnyside Avenue, Mail Stop
5124, Beltsville, Maryland 20705-5124, by 2pm on September 17, 1998.
