COMMERCE BUSINESS DAILY ISSUE OF AUGUST 18,1998 PSA#2161NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT WITH ADAPTIVE
TECNOLOGY The General Services Administration intends to negotiate on
a sole source basis with Adaptive Technology for the Weapons Support
Facility (WSF), Seal Beach, CA. WSF provides a wide range of
engineering, technical, calibration, systems overhaul, and field
engineering services to Navy and Marine Corp activities. This
procurement to Adaptive Technology is to provide for completion of
ongoing acquisition efforts and engineering of depot development
projects. ADP support is required to update delivered depot resources
impacted by a released engineering change proposal. System and
technology experience requirements include the following: (1) must have
direct and comprehensive experience with the following systems: OE-120
IFF Antenna System, MK 56 Telemetry Antenna System, EMI Test Systems,
and General Purpose Electronic Test Equipment (GPETE) Calibration,
Repair, and Acquisition Program; (2) must have direct experience with
the operation and functional design requirements of the OE-120 IFF
Antenna System test equipment AdapTech Model 1220 and 1240 peculiar
test equipment and AdapTech Model 1900-1100 control and 1900-1200
analysis software resources for the specified systems; (3) must have
direct experience with National Instruments and Hewlett Packard IEEE
488 automated hardware and software test resources. Hardware resources
includes computer operation, network analyzer instrument control,
system test instrument control, and system control. Software resources
include test execution, data collection, and collation; (4) must have
direct experience with test data reduction, analysis, and presentation
software tools (e.g. Excel & Lotus) for OE-120 IFF Antenna System and
GPETE Program test results cataloging, evaluation, and demonstration;
(5) must be experienced with project administration, engineering data,
and technical manual data collection and collation through SQL
compliant database development and implementation (e.g. Foxpro, dBase
& Access) for Marine Corp technical manuals, DD2 Depth Detector System,
GPETE Acquisition Program and MK-56/75 Telemetry Systems; (6) must be
familiar with Computer Automated Engineering (CAE) development of
printed circuit boards and electronic modules (e.g. Tango Schematic
Capture & PCB Board Layout tools) for OE-120 IFF Antenna System
equipment and MK-56/75 Telemetry System test resources; (7) must be
experienced with two (2) & three (3) dimensional Computer Automated
Design (CAD) (e.g. Microstation & AutoCAD) drawing development. The
contractor must provide development of equipment, fixturing, and test
equipment drawings for GPETE Acquisition Program test equipment and
OE-120 Antenna System test resources. Adaptive Technology has been
involved in support of ongoing efforts including: technical support for
multi-year GPETE acquisitions, OE-120 Antenna Control Unit depot
development, and updating OE-120 Antenna Programmer depot capability to
achieve compatibility with system ECPs. The Adaptive Technology has
proprietary data on the OE-120 test equipment and software. Adaptive
Technology is the only source for providing updates to the existing
resources necessary to respond to NAVSEA implemented systems design
change. The proposed action is for supplies/services for which the
government intends to solicit and negotiate with only one source under
the authority of FAR 6.302-1. The government believes that only one
responsible source can provide the supplies/services that will satisfy
the agency requirements. The contractor holds the proprietary
software. This notice is not a request for competitive quotes but
responses received before August 26, 1998 will be evaluated. A
determination by the Contracting Officer not to compete this proposed
action based on responses to this notice is solely within the
discretion of the Contracting Officer. Information received will be
considered solely for the purpose of determining whether to conduct a
