Sole source. Note specific information required below. The United
States Army Yuma Proving Ground (USAYPG), Arizona, intends to negotiate
on a sole source basis with Cibola Information Systems, of Yuma,
Arizona, for Global Positioning Systems (GPS) Integration and
Navigation services for a one-year contract (Oct 98 -- Sep 99). Cibola
Information Systems is the only firm capable of providing the required
systems integration and possessing the necessary technical expertise.
GPS integration and instrumentation development efforts consist of
maintaining up-to-date requirements for the application of GPS based
instrumentation systems. Research for remaining on the leading edge of
GPS instrumentation systems and their application to range
instrumentation. Application of GPS to range instrumentation
challenges. As a minimum, Cibola shall (1) Attend instrumentation
working groups for major test programs such as Longbow, Crusader, M1A2,
Comanche, Nuclear Biological Chemical Sensor Vehicle, and UAVs, and
develop GPS instrumentation for integration into platform
instrumentation systems. (2) Review GPS related instrumentation,
identify state of the art GPS hardware and software suitable for use at
USAYPG. (3) Complete development of the Improved Vehicle Tracking
System (IVTS) and integrate into the real time processing as the Real
Estimate of Trajectory (RTE). (4) Develop IVTS packages and coordinate
them for approval through AMCOM for airworthiness release. (5) Perform
accuracy evaluation of the IVTS system in all real time modes and post
processing modes. Document findings in a format meeting industry
standards. (6) Procure software and hardware necessary to develop GPS
based application systems. (7) Develop maintenance manuals for the
IVTS. (8) Develop operations manuals for the IVTS. (9) Develop training
plan for the operation of IVTS. (10) Train range support personnel in
the operations of the IVTS. (11) Maintain the IVTS equipment. Test
Planning and Execution: Cibola shall support the commodity divisions in
test execution and planning efforts by providing recommendations for
application of instrumentation resources in evaluation
navigation/guidance systems. These tasks shall include: (1) Reviewing
test plans/procedures for evaluation of navigation/guidance systems.
Specifically, review and provide recommendations on meeting the
performance evaluation goals of specific systems. (2) Develop detailed
test procedures for application of GPS-based and other USAYPG
trajectory instrumentation to meet the evaluation goals of specific
systems. (3) Assist in the execution of testing of systems to include
monitoring test activities and systems/instrumentation performance. (4)
Evaluate test data to provide an assessment of the quality of the data
and performance of the system under test. Provide written reports.
Monitor Performance of GPS based Instrumentation Systems: Cibola may
provide recommendations for the quality control methodologies of YPG
Time-Space-Information-Systems and implement YPG approved performance
monitor efforts. These efforts include real-time and post-flight
analysis of instrumentation system performance. This task will
necessitate the analysis of performance data of systems under test to
isolate potential instrumentation systems problems. A Secret security
level clearance is mandatory. Access to work sites at the firing ranges
will require the Contractor to submit Contractor employee personnel
security information. Requests for the solicitation package shall

firm possesses the authorization, experience, training and capability
to perform GPS Hardware and Software Integration on USAYPG-specific
GPS, evidence of proper security clearance, historical access to
