The Federal Highway Administration intends to negotiate a contract, entitled _Evaluation of Sensor Friendly Vehicles and Roadways to Support Intelligent Vehicles Services,_ with BECHTEL, 45 Fremont Street, Box 193965, San Francisco, CA 94119-3965. BECHTEL would evaluate the potential technical and economic benefits, and, deployment costs and barriers associated with selected passive devices that may facilitate sensing by intelligent vehicles. The devices to be evaluated were identified under Cooperative Agreement No. DTFH61-94-X-00001 with the National Automated Highway System Consortium (NAHSC), which is no longer functioning in this capacity. BECHTEL served as the NAHSC technical leader in this study area by developing the initial conceptual sensor-friendly roadway concepts, and, defining the roadway infrastructure necessary to support intelligent vehicle use. Sole source is based on FAR 6.302-1(a)(2)(ii), _a follow-on contract for the continued development of highly specialized equipment_ and competition at this point _would result in substantial duplication of cost that is not expected to be recovered through competition._ Any other potential offeror having the qualifications to do this work should submit two (2) copies of its capabilities statement to the name and address stated above, before the closing date.
