This is a combined synopsis/ solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is M00681-98-Q-M20146 and the solicitation is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through FAC 97-06 and DAC 91-13. This is an unrestricted procurement; the standard industrial code is 3812 and the small business size standard is 750 employees. Explosive detectors to be Scintrex Model EVD-300 mfrd by Scintrex Security System, or equivalent with these salient characteristics: capable of detecting various types of plastic and high vapor pressure explosives via external search of packages, luggage, vehicles, and sealed containers, signaling a visual and audio alarm, and then indicating the specific explosive detected; operating without the use of radioactive or external carrier gas; operating under extreme weather conditions of 32 degrees to 125 degrees F; capable of recording, storing, and retrieving a record of past. All responsible sources may submit an offer by providing a unit price, delivery timeframe, descriptive literature which describes the equipment's capability to include the specific type of explosives which can be detected and any options available which meet the Government's needs, warranty provisions, and other information the contractor believes is necessary for the Government to evaluate its offer.
