Request for Quotation (RFQ) for participation in the specification,
design, and implementation of spacecraft crosslink communication
subsystems in support of the Guidance, Navigation and Control Center
(GNCC) formation flying and virtual platform technology development.
This procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA/GSFC intends to have Johns Hopkins
University/Applied Physics Laboratory (JHU/APL) participate in the
specification, design, and implementation of spacecraft crosslink
communication subsystems in support of the GNCC formation flying and
virtual platform technology development. JHU/APL has developed and
demonstrated broad expertise in the development and practical
application of missile and spaceborne GPS and communication systems.
These types of systems are expected to form the basis for future
inter-spacecraft communications systems required to support formation
flying capabilities and virtual platforms. In addition, JHU/APL will be
building upon on-going flight underway to implement the TIMED mission
GPS receiver, to facilitate efforts associated with defining system
level requirements and design concepts. As a result, JHU/APL is
uniquely qualified to perform this work and provide general
consultation, top-level mission scenario definition support, and
top-level conceptual design support to the GNCC. The Government does
not intend to acquire a commercial item using FAR Part 12. See Note 26.

qualifications/capabilities will be used solely for the purpose of

basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
