F -- CONTAMINATED DEBRIS REMOVAL SERVICES SOL W55C6Q-8149-N114 POC Purchasing Agent Shelley Thomas (913) 684-1628 (Site Code DABT19) Service consists for this project includes the cleanup of debris contaminated with lead, mixed heavy metal (such as arsenic, barium, cadmium, chromium and mercury), asbestos and raw sewage from a confined space tunnel located in Building 475 of the United States Disciplinary Barracks, Fort Leavenworth, Kansas. This facility is a maximum security military prison. The scope includes all labor, material, and equipment needed to cleanup the debris, dispose of it in a legal manner off post in accordance with EPA/RCRA, and comply with KDHE regulations and OSHA standards for work in a confined space and worker protection, including personal protective equipment, fall protection, testing, air-monitoring, final clear-ance and OSHA Hazwoper Standards. Specific attention should be given to compliance with OSHA standards 1910.1200 Hazard Communication, 1910.134 Respiratory Protection, 1910.120 Hazardous Waste Operations and Emergency Response, 1910.1018 Arsenic, 1910.1027 Cadmium, 1910.1001 Asbestos, 1910.1025 Lead. Work shall also comply with EM 385-1-1 Safety and Health Requirements Manual and CAC & FT LVN Regulation 385-2 Confined Space Program Requirements. The adjacent cell areas shall be occupied. The contractor shall provide communications with the prison guards to ensure that the ventilation fans above the work site are turned off in the event of a breech in the contractor's containment field. It should be noted that cellular phones are prohibited inside the prison. Work shall not commence until the contractor's work plan has been reviewed and approved by the KDHE and the Fort Leavenworth Safety, Environmental and Preventive Medicine Offices and security clearances have been obtained from the USDB Security Office. Work shall be completed within 60 calendar days from date of award. On site work shall commence within 5 calendar days of receipt of all approvals and be complete including final clean-up, testing and clearance within 21 calendar days of commencement. The size standard for a small business concern, including its affiliates, is average sales or receipts for the preceding three (3) fiscal years, not to exceed $7 mil- lion.
