Center Aircraft Division (NAWCAD), Atlantic Ranges and Facilities
(AR&F), Patuxent River, MD has a requirement for the improvement and
upgrade of seven Scientific-Atlanta (SA) model SA-3106 pedestals and
two SA-3204 pedestals, one at a time, under a schedule agreed to by the
government. The government may require additional refurbishment which
could include the following: replace existing synchro assemblies in
both axes; replace AZ and EL gearbox bearings and hardware; replace and
/ or adjust limit switches in the AZ and EL axes; furnish new complete
set of pedestal control cables, 200 feet long; provide a Local Control
Unit; replace AZ and EL hand-crank assemblies; replace the brake handle
and brake shaft. The government also requires a detailed dynamic
pointing error budget calculation spreadsheet (PC compatible). The
spreadsheet shall be used to calculate the total theoretical system
dynamic pointing uncertainty of the SA positioners in their operational
configuration. The government will ship the positioner from the
government facility to the contractor facility. The contractor shall
ship the positioner from the contractor facility back to the government
facility upon completion of upgrade and satisfactory acceptance
testing. The contractor shall complete the upgrade and the contractor
facility acceptance test within 60 days from the time the pedestal is
shipped from the government facility. The contractor shall complete the
government facility acceptance test and alignment /calibration of each
pedestal within 30 days of completing the contractor facility
acceptance test. All work performed at the government site shall be
performed between 0700 and 1600, Monday through Friday. All acceptance
testing shall be performed using the government furnished Scientific
Atlanta controller shipped with the positioner. The government reserves
the right to observe all or any part of the acceptance test procedures
at both the contractor and government facility. The pedestals are an
essentialcomponent in AR&F's Radar Cross Section (RCS) measurement
system. The pedestals vary in age from 3-20 years, and have varying
needs for required maintenance. Their location on the shores of the
Chesapeake Bay subjects them to a harsh environment of temperature
extremes and to the corrosive effects of salt spray. Each pedestal must
be regularly maintained while not impacting the daily operations. A
Sources Sought Synopsis for this requirement appeared in the CBD on 16
July 1998. This requirement is being procured as a 100% Small Business
Set-Aside; the appropriate SIC code is 8711 (size standard of $20
million). A Firm Fixed Price, Indefinite Delivery Indefinite Quantity
contract type with a base year plus four one-year option periods is
anticipated. All responsible sources may submit a proposal which shall
