Standard Industrial Code (SIC) for this procurement is 8734. The agency
seeks to improve competition in the ESAT program. In pursuit of this
objective, we are requesting industry comment on the contents of the
draft Environmental Services Assistance Team (ESAT) Statement of Work
(SOW). Please review the SOW and identify any perceived restrictive
requirements or barriers which may inhibit competition. Comments on
restructuring the SOW to foster the maximum degree of competition are
encouraged. Please indicate whether your company would consider bidding
on this requirement and, if not, how the SOW might be restructured to
encourage the maximum degree of competition. Please be specific in your
comments and responses. Comments on the ESAT SOW should identify any
perceived ambiguities or inconsistencies. Questions or comments
relating to the meaning or clarification of specific tasks under the
SOW are also welcome. The government does not intend to award a
contract on the basis of the Request for Information (RFI), nor
resulting from this RFI. This RFI does not constitute an Invitation for
Bid or Request for Proposal. Send all responses -- preferably by E-Mail

performed on-site and off-site, at the following EPA laboratory
locations: Zone I-Eastern Zone -- Region 1 -- Lexington, MA; Region 2
-- Edison, NJ; and Region 3 -- Annapolis, MD:. Regional Contracts --
Region 4 -- Athens, GA and Atlanta, GA:. Region 7 -- Kansas City, KS:.
Zone II-Central Zone -- Region 5 -- Chicago, IL; Region 6 -- Dallas,
TX and Houston, TX:. Zone III-Western Zone -- Region 8 -- Golden, CO;
Region 9 -- San Francisco, CA; and Region 10 -- Seattle, WA and Port
Orchard, WA. These services are anticipated to be performed under a
hybrid contract with a fixed price base team, cost reimbursable tasks,
and fixed-rate optional hours. The EPA anticipates five contract
awards, including one 8 (a), one small business set-aside, and full and
open competition . This will result in an award of five contracts, with
one (base) year and four option years for each contract. The
anticipated release date for the Request for Proposal (RFP) is around
