synopsis is for planning purposes only, and it does not constitute a
Request for Proposals. The U.S. Marshals Service (USMS) has a potential
need for detention spaces for housing federal prisoners in and around
the following locations: Tucson, AZ; San Diego, CA; Los Angeles, CA;
Washington, D.C.; Orlando, FL; Des Moines, IA; Baltimore, MD;
Minneapolis, MN; Kansas City MO; Omaha, NE; Saipan, Northern Mariana
Island; Oklahoma City, OK; Islip Long Island, NY; McAllen, Corpus
Christi, Del Rio, El Paso, San Antonio, and Laredo, TX. The USMS
expects that the majority of contracts, where contracts are awarded,
will be for between 250 and 1,000 bed spaces with medium/maximum
security. The contracts will provide for housing, medical care,
transportation, and guard services. The current plan is for the award
of a mimimum of 6 jail contracts and possibly 6 medical contracts in
fiscal year 1999. The number of contracts may be increased depending
upon the information received from this notice. Respondents to this RFI
should provide the following information for existing facilities: 1)
size of the facility (note awards may be made for facilities which have
less than 250 bed spaces), the miles from the locations cited above,
security levels, if the facility meets ACA standards, and services
provided within the facility. The same information is requested for
detention facilities under construction, in the planning stages, or
where one might be planned and constructed in response to a USMS
requirement. In the case of those under construction or planned,
include the date(s) at which it will be operational. If the facility is
scheduled to come into operation over a period of time indicate the
projected times and different levels of capacity relative to those
times. In the case where a faciity mgiht be constructed in response to
a USMS requirement assume 400 bed spaces and indicate the amount of
time that would be required between the award date and the date or
dates that service would be provided. Any proprietary information
should be identified as such. The Government will not pay for any costs
