(GSA), Federal Technology Service (FTS), Office of Information Security
(OIS), intends to procure commercially available concrete mix from the
lowest priced technically acceptable commercially available offer(s)
for the description listed. This is a combined synopsis and
solicitation for commercially available concrete mix and is prepared in
accordance with the format prescribed in Federal Acquisition Regulation
FAR 12.6, as supplemented with additional information included in this
notice. The provisions of FAR 52.121-1, Instructions to Offerors --
Commercial Items (JUN 1977) applies to this solicitation. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. This notice is
GSA, FTS, OIS Solicitation, Number TIBA98015 and is a Request for
Proposal (RFP), commercial item. The solicitation and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-05. This solicitation is being conducted as a Small
Business Set-aside. This solicitation is open to all offerors. Quote
price and price extension, terms for the required concrete mix,
description, and quantity in yonur response to this CBD notice, no
further solicitation will be issued. An indefinite quantity and
indefinite delivery of Line Item 0001 Concrete Mix is required. The
contract that results shall not exceed 5000 Cubic Yards of Concrete
Mix. The period of performance expected is from date of contract award
through September 30, 1999. Description of recommended concrete mix
design description follows: Weight per cubic yard -- PSI 3000 Stone
3/8, Cement 495 pounds per cubic yard, Sand 1350 pounds per cubic yard,
Stone 1625 pounds per cubic yard, Water 33 gallons per cubic yard,
Darex II 3.1 ounces per cubic yard, WRDA -- Hycol 19.8 ounces per cubic
yard, Slump in inches allowable 2" -4", Air Entrained percentage is 4
-7 %. Notes reference to recommended concrete mix design description:
Cement is from Coastal (Type II), Sand is Concrete Sand which conforms
to ASTM C-33 Specifications, Coarse Aggregate conforms to ASTM C-33
Specifications. Delivery: Delivery of product and specific contract
performance shall conform to the project managers requirements
generally. Each delivery of concrete mix quantity specified by the
project manager or their designee shall be on a on-call basis. A 24
hour notice will be provided prior to any requested delivery or as
otherwise mutually agreed. All deliveries shall be coordinated. Orders
for delivery shall be placed by the on-site project manager in minimum
Five cubic yard increments. Deliveries may be required at several sites
within the same proximity and may require several pours per delivery.
Only offers from responsible sources that are located within twenty
five miles of the Otis ANGB, Bourne, MA will be considered. The

will be conducted in accordance with FAR 52.212-2 Evaluation --
Commercial Items (OCT 1995). Evaluation Factors: 1. Technical Factor --
Conformance to concrete mix description. Any deviations and exceptions
to concrete mix description must be explained and justified. 2. Past
Performance Factor. Contractor concrete Mix delivery and consistency
shall be evaluated. Provide information on most recent prior government
contracts for concrete mix delivery of any similar magnitude, to
include up to three acquiring agencies/firms and dates within last
24-months. Include POC and phone numbers for these references. 3.
Delivery of Performance Factor. State the terms and conditions of your
delivery as these apply to you offer and that may differ from those
stated in the requirement. In this area demonstrate among other things
that your are within the specified distances from the delivery place
indicated. 4. Quality Factor. State information which attests to the
quality, consistency, and conformity of your product tendered on this
offer. Additionally state the specific breakdown of the concrete mix
offered justifying any deviations in mix. 5. Price Factor. As scores
become closer, price reasonableness becomes more important, however,
the Government reserves the right to award to the lowest priced
offeror. Any other stipulations, deviations, and exceptions made or
taken by offeror shall be fully explained and justified. There are no
guarantees government will take delivery of concrete mix in excess of
1000 cubic yards although the intention is to take delivery of up to
the maximum of 5000 cubic yards. Therefore the minimum value of any
resulting contract has as its guarantee the offerors per-cubic-yard
price times 1000, notwithstanding the Government's right of termination
where minimum value does not applies per FAR 52-212-4(l) and where it
is mitigated per (m) termination for convenience. The maximum possible
contract value on an non-guaranteed basis shall notexceed offeror's
per-cubic yard price times 5000 cubic yards. Orders will be placed
orally. Offeror shall include a completed copy of FAR 52-212-3 Offeror
Representations and Certifications -- Commercial Items (JAN 1997) to
be considered fully for award in addition to all else. Clause 52.212-4
Contract Terms and Conditions -- Commercial Items (MAY 1997) applies
to this solicitation re contract assignments, disputes, payment,
invoice, other compliance's, and compliance's with laws unique to
Government contracts. Clause 52.215-5 Contract Terms and Conditions
Required to Implement Statues of Executive Orders -- Commercial Items
(AUG. 1996) with the following clauses; 52.219-8 Utilization of Small
Business Concerns and Small Disadvantaged Business Concerns, (15 U.S.C.
637(d)(2) and (3), 52.225-3 Buy American Act -- Supplies), (41 U.S.C.
10) and 52.239-1 Privacy or Security Safeguards (5 U.S.C. 552a). All
