Combined Synopsis/Solicitation for Commercial Items prepared in
accordance with the format in FAR subpart 12.6 as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation. Proposals are being requested and a
written solicitation will not be issued. This solicitation is issued
as a Request for Quotations (RFQ) and is also subject to the
availability of funds. The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-4. The solicitation is set a-side for small businesses.
The applicable Standard Industrial Classification (SIC) code is 7382
and related small business size standard is $9.0 Million. DESCRIPTION:
The contractor shall provide all equipment, components, parts, labor,
tools, services, transportation and other items necessary to install
a Closed Circuit Television (CCTV) security system including
video/audio monitoring and recording, and integrated entrance door
alarms. The system is to provide viewing and recording of all child
occupied areas in the Child Development Center (CDC) (+/- 8,120 SF) and
two related outside play areas. Intallation and integration of all
components is to be completed by 30 November 1998. A CDC camera layout
detail sheet is available by facsimile on request. The CDC is at 1720
Dodd Blvd, Fort Sam Houston, TX 78234-5020. System requirements and
significant factors are: 18 color cameras with pan, tilt and zoom
mechanisms capable of preset tour and auxiliary remote (joystick)
control. Two (of the 18) cameras shall be installed on the exterior
(rear) of the structure in full protective enclosure domes or housings.
Five indoor cameras locations will be fixed to specific views. The two
camera locations in the infant care areas also require concurrent
audio and audio recording. Nine audible exterior door alarms are to be
installed and integrated with the CCTV system. The alarms are to
annuciate at the reception desk when the doors are opened. Multiplexed
views of all the cameras are to be displayed on monitors mounted below
a suspended ceiling, in a configuration no longer than 12 feet, nor
lower than 4 feet from the ceiling. Monitors are to be viewable from
the reception desk and be capable of multiple camera views and
controlled from control panels on the reception desk. The smallest
multiples view shall be no less than 4" x 5". The switching/ control
equipment and Video Cassette Recorders (VCRs) are to be secured in a
rack to be installed behind the counter in the reception area. VCR
capability is required for all cameras simultaneously. Recorder(s) must
be able to select and separately replay/show a single camera view on a
monitor with all typical VCR functions. An estimated 2,000 LF system
control and connecting wiring from component to component will be
provided by the contractor, regardless of the number of conductors
required. Payment will be for the actual quantities used. Any wall or
ceiling areas disturbed as a result of CCTV installation must be
patched and refinish to match the existing adjacent areas. Contractor
must provide operational training of four key personnel; a system
operations manual with explicit guidance on any system software, and a
one year service and maintenance agreement to begin upon acceptance of
the full system. Delivery is to be FOB destination. Installation will
be at the facility at 1720 Dodd Blvd, Fort Sam Houston, TX. Bidder must
offer on all of the following items: Item 0001 Camera, indoor, 1/2 "
ccd, color video security, with pan, tilt and zoom functions, installed
on the system. Sixteen (16) EA. Item 0002 Camera, exterior, 1/2" ccd,
color video security with pan, tilt and zoom functions in a full dome
or protective housing enclosure, installed on the system, Two (2) EA.
Item 0003 Microphone kits, mounting hardware, recorders, video/audio
switchers as necessary for the CDC infant area monitoring Two (2) EA.
Item 0004 Video Cassette Recorders (VCR)(s), sufficient quantity to
simultaneously record all cameras; Bid as lump sum, One (1) JB. Item
0005 Reception area video display, mounting, and control panel, mounted
and installed in system; Bid as lump sum, One (1) JB. Item 0006 System
control components and mounting racks (including but not limited to,
multiplexers, video signal control components, etc...); Bid as lump
sum, One (1) JB. Item 0007 Exterior door alarms installed and
integrated with the CCTV system; nine (9) JB. Item 0008 System control
and connecting wiring, from component to component, bid by lineal foot
estimated Not To Exceed 2,000 FT. Item 0009 System training and
operation manuals; One (1) JB. Item 0010 System maintenance, bid by
projected costs to maintain the system for twelve (12) months from
acceptance, 12 MO. Award will be made in the aggregate, however payment
will be made for the quantities of items actually used or installed.
Acceptance will be determined by the COR, and will be based upon
successful display of all cameras at one time on the reception area
monitors, operation of the cameracontrol functions, and video and audio
recorder playback. This solicitation includes the provisions FAR
52.212-1, Instructions to Offerors-Commercial Items; and FAR 52.212-2
Evaluation-Commercial Items, considering price, proposed installation
schedule, past performance history, system capacity to add cameras, new
functions, and mean time between failure. Supporting information must
be provided with offer, and will be considered in the order listed.
Offeror must complete copy of the provisions at FAR 51.212-3 and DFARS
252.212-7000, Offeror Representations and Certifications -- Commercial
Items, prior to award. The clauses at 52.212-4 Contract Terms and
Conditions- Commercial Items apply to this RFQ and any resultant
contract. the FAR clause 52.212-5 Contract Terms and
Conditions-Required to Implement Executive Orders- Commercial
