The National Institute of Standards and Technology (NIST) intends to enter into a Sole-Source contract with Philips Electron Optics, located in Frederick, MD, under the authority of 41 USC 253(c) (1) -- Only One Responsible Source.*****The procurement involves the purchase of an EMiSPEC computer control system that will be used with NIST's Philips CM300 field emission gun Transmission Electron Microscope (TEM) equipped with a scanning system (STEM), Oxford x-ray detector with an XP3 pulse processor, and Gatan imaging filter (GIF).*****The system shall integrate data collection and control involving digital STEM imaging and electron beam control, energy dispersive x-ray spectroscopy (EDS), electron energy loss spectroscopy (EELS) and slow scan camera.*****The system shall work in STEM or TEM modes.*****The system shall control the STEM mode scanning beam to collect Digital images for both darkfield and brightfield.*****The x-y scan control shall have 12 bits or better resolution at acquisition rates up to 1 MHz or better. The image information collected in STEM shall be 12 bit or greater (gray levels) and capable of a rate of 1 MHz or better -- the MCA for x-ray spectral collection from the Oxford x-ray detector; -- the parallel EELS acquisition on the Gatan GIF -elemental mapping, including coordination of EDS, EELS, and STEM systems to simultaneously or separately collect an x-ray and energy loss spectrum at every pixel in a STEM image; and -- energy filtered image acquisition from the Gatan GIF.*****The system shall include scripting capability and automation of a series of complex instrument functions shall be possible.***** The computer shall include the following:**The system shall be Windows NT based with a 400 MHz dual processor Pentium computer or better;** a video card with 8 Mb or more memory;**128 Mb or more RAM ;**6 GB hard drive or larger;**21" color monitor with 1600 x 1280 pixel resolution or better with at least a 72 Hz refresh rate;**3-1/2" floppy drive / mouse / extended keyboard;**CD-ROM at 24X or greater speed;**removable ioMega Zip drive;**if network card is installed, the computer shall be compatible with NIST's 100 Mb ethernet system;** if network is not installed, the computer shall be compatible with installation of a network card and NT network system, e.g. it shall have a free PCI slot for a 100 Mb ethernet card that NIST installs.**The software for the system shall include quantitative EDX and EELS analysis and shall be able to perform spectral manipulations during live-time data accumulations.**The system shall be completely compatible with the existing NIST Philips CM300, Gatan GIF, Oxford x-ray system, 100 Mb network, and other components, as necessary.*****Delivery is required within 180 days after Receipt of Order (ARO). *****Delivery shall be FOB Destination, Gaithersburg, MD.*****A one-year, complete parts and labor warranty for the system shall be provided by the contractor.*****The contractor shall provide installation of the system.*****Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all responses received within 15 days after the date of publication of this synopsis, will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A solicitation will not be issued. See Note 26.
