roe.kathleen@epamail.epa.gov. The U.S. EPA National Risk Management
Research Laboratory, Air Pollution Prevention and Control Division,
plans to negotiate on a sole source basis with TSI Incorporated for the
procurement of an Aerodynamic Particle Sizer, a particle measurement
system for use in the determination of provenance for
combustion-generated fine particulate and in an on-going diesel
emissions study. The instrument shall use the principles of aerodynamic
segregation and optical particle counting in the range of 0.8 to 20.0
m. It shall include supporting software. EPA source research indicates
that TSI, Inc. is the only responsible source capable of providing
such an instrument. However, any firm believing itself capable of
meeting the requirements may submit technical documentation to
demonstrate its potential of doing so. Otherwise, EPA will proceed to
negotiate with TSI. The proposed purchase order is for supplies for
which the Government intends to solicit and negotiate with only one
source under the authority of FAR 6.302. This notice of intent is not
a request for quotations. An RFQ will not be issued, however, all
quotations received within 15 days after the date of this synopsis will
be considered by the Government. A determination not to compete this
requirement based upon responses to this notice is solely within the
discretion of the Government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
