requires contractor technical support to conduct a series of well
designed and controlled laboratory experiments to evaluate processes
for the disposal of arsenic-laden residuals produced by/from drinking
water treatment methods removing aresenic from drinking water. Under
the Scope of Work, the contractor will first produce a quality
assurance project plan (QAPP) according to U.S. EPA requirements
describing the test procedures to be followed and a list of the
laboratory tests to be conducted. Following EPA QAPP approval, the
contractor shall conduct a series of laboratory;/pilot plant tests to
evaluate various methods and options to decrease the volume and the
form of the arsenic-laden residuals with the goal to reduce the cost of
residual disposal. Evaluation of results will include comparative cost
evaluations for the processes evaluated. Offerors shall be required to
demonstrate experience in drinking water treatment technology,
facilities to conduct drinking water treatment lab tests,
qualifications to conduct TCLP tests, ability to solicit cooperation of
water utilities to conduct studies/tests, and qualifications for
technical research report preparation. A firm fixed price purchase
order award will be awarded to the lowest priced quote which passes the
technical evaluation factors. The study and report shall be completed
within 18 months from award of the purchase order. RFQ-OH-98-00355 is
a small business set aside with the SIC code of 8731 and a small
