B -- NATIONAL HOUSEHOLD EDUCATION SURVEY, 2001 AND 2003 POC Helen M. Chang, Contract Officer, 202-708-9740 Notice of Availability of Draft Statement of Work. The U.S. Department of Education has a requirement for a contractor to continue the National Household Education Survey Program (NHES). This next procurement includes the design and conduct of two NHES collection one in 2001 (NHES:2001) and one in 2003 (NHES:2003). The NHES:2001 collection will include Early Childhood Program Participation(last collected in 1995), Adult Education(also collected in 1995), and After School Program Participation and Activities. The proposed topics for the NHES:2003 are School Readiness(last collected in 1993), Parent and Family Involvement for Education(last collected in 1996) and an adult component on work-related Adult Education. These topics are subject to change prior to award of the contract. Each collection requires random digit dialing(RDD) sampling methods and computer assisted telephone interviewing(CATI) techniques. Large amounts of data need to processed, analyzed and statistical reports need to be written under tight time schedules; task schedules overlap and there are both planning and field operations that may be going on simultaneously. The NHES, while part of the Department's collections since 1989, has undergone changes in collections in each survey. As the Department plans for the 2001 and 2003 collections, they anticipate additional changes and are requesting comment on plans. The proposed period of performance for this contract is 5 years.
