This Department of Energy (DOE) solicitation is for financial assistance applications to provide technical expertise and assistance in areas related to the development of institutional and human capacity for implementing provisions in the United Nations Framework Convention on Climate Change (UNFCCC) regarding Joint Implementation (JI), and complementary policies and measures for reducing greenhouse gas (ghg) emissions or enhancing the uptake of such emissions. This financial assistance effort will support the U.S. Initiative on Joint Implementation (USIJI). This activity will provide technical assistance to key, Annex I and non-Annex I countries. Its purpose is to a) advance joint implementation projects and b) complete sector specific analyses to enable developing countries to take steps towards meaningful participation for greenhouse gas reduction. As a result of this solicitation, DOE anticipates providing a total of $716,265 dollars in Fiscal Year 1998 for the award of up to 3 cooperative agreements with a period of performance of approximately 3 years. DOE anticipates two possible out years estimated at amounts similar to this year, subject to the avialability of funds and based on the awardee's performance to date. For multi-year projects, there will be an evaluation of the project's progress near the end of each year to determine whether to continue, redirect, or discontinue funding the project. Any non-profit or for-profit organization, university, or other institution of higher education, or non-federal agency or entity is eligible to apply. DOE National Laboratory participation as a subcontractor is limited to 50% of the total project costs for each budget period. A minimum non-federal cost-sharing commitment of 10% of the total project cost for each budget period is required. Posted 08/19/98 (W-SN239284). (0231)
