D -- ENTERPRISE-WIDE INFORMATION TECHNOLOGY (IT) ARCHITECTURE DEVELOPMENT DUE 081998 POC Lucille Fussell-Lee, Contract Specialist, (410) 786-5447 The Health Care Financing Administration (HCFA) intends to award on a sole source basis under Simplified Acquisition Procedures a government purchase order to the META Group, Inc., Two University Park, 51 Sawyer Road, Waltham, MA 02154. The contractor shall provide HCFA with management support services, knowledge, and skills for development of an Enterprise-wide Information Technology (IT) Architecture. These services include consulting, training, and a 1-year subscription service to the META Information Technology database. META Group, Inc., provides basic information technology research and advisory services to more than 1,200 clients in global 200 companies, helping companies make better IT decisions by providing research and unlimited analyst consultation relevant to their specific business needs. META Group's Enterprise Architecture Service (EAS) is a unique and comprehensive capability that delivers all the practical information and resources needed to grasp architectural and best practices of today that get an immediate payback for an organization's investment. The EAS can help guide an organization through the process of establishing an architecture quickly, without making false steps. The EAS includes the assignment of a special analyst experienced in the enterprise-wide IT architectures and health care delivery/health insurance fields to provide advice to HCFA and to review HCFA's strategic plans and selected enterprise-wide IT architecture documents. EAS includes a telephone inquiry service addressing specific questions related to enterprise-wide IT architectures. The EAS package also includes the delivery of briefings at HCFA, customized to meet HCFA's enterprise-wide IT architecture needs; regional conferences; teleconferences; and seminars that address modern trends in all aspects of enterprise-wide IT architectures (e.g., trends in business architectures, data architectures, information architectures, technology architectures, security architectures, and systems management architectures). Inaddition, the EAS includes access to a web-site and delivery of publications that contain enterprise-wide IT architecture-related analytical briefings, in-depth reports, discussions of key trends and late-breaking technology issues, and notices of industry events. The EAS service also includes "immersion" training, highly specific to enterprise-wide IT architecture, led by expert analysts in architecture concepts and "how-tos," focusing on principles, recommended practices, guidelines, planning, revising enterprise-wide IT architectures, design, and implementation. META Group, Inc., EAS is the only service of its kind devoted exclusively to IT architecture. It's unique architectural frameworks and unparalleled research into best practices allow delivery of practical, implementation-oriented, real-world guidance which can directly benefit HCFA in providing a sound context for IT decisions.
