The U.S. Environmental Protection Agency, Region III, intends to procure television production and airtime with WHYY TV on a sole source basis utilizing Simplified Acquisition Regulations. The purpose of this contract is to procure services to provide equipment, personnel, and supplies, to produce and air five, 30 second, P2 messages for children, during children's educational programming hours within the region III Delaware Valley geographic area as part of the Region's pollution prevention efforts. The contracotr shall provide script development, set creations, casting, film production, and actual televison airing of the final production pieces. Estimated time of delivery is 30 days after contract award. WHYY is to provide the air time which is a non-competitve commodity during children's educational programming hours. WHYY is in control of the highest number of children viewers in the Delaware Valley during this time slot. All responsible sources may submit a quotation which shall be considered by the agency.
