Most likely scenario is Government will require successful offeror to supply and apply seed and fertilizer. Government anticipates either faxing or overnight mailing of solicitation with receipt of faxed or overnight mail offers. Packages should be available the end of August, first of September with a one (1) week turnaround time for award.
