The FISC Norfolk Detachment Philadelphia intends to acquire through full and open competition services, utilities, equipment and material to accomplish precleaning and removals of existing deck covering systems and installation of new non-skid deck coverings at the Mayport Naval Station located in Jacksonville, FL. This proposed procurement is for a period beginning 03 January 1999 through 02 January 2000, with two one year options. The proposed procurement is intended to be accomplished via a Firm Fixed Price, Indefinite Delivery, Indefinite Quantity type contract. There will be various line items contained in this solicitation to be utilized in the performance of these services. The total estimated square footage for all line items for the base year is 935,000 and the total estimated square footage for all line items, inclusive of options is 2,805,000. Offerors will be required to submit their proposals in two separate parts -- Part I -- Past Performance Proposal and Part II -- Price. The Government intends to make a single award to the eligible, responsible offeror whose offer, conforming to the solicitation, is determined most advantageous to the Government price and past performance considered. The evaluation will consider past performance more important than price, however, the Government reserves the right to award the contract to other than the lowest priced offeror.
