The Office of the Comptroller of the Currency (OCC), a bureau in the Treasury Department, requires a stand alone Government charge card program contract be established by October 1, 1998 with a non-national bank source. The OCC cannot participate in the master travel card program awarded by the General Services Administration (GSA) due to potential conflict of interests with national banks. This program will be used by all agency employees for official business and/or other official travel related expenses. Specific program requirements include approximately 3,000 individual cardholders the authorized use of automated teller machines (ATM), travelers checks, split payments and widespread domestic and international merchant acceptance for the purchase of lodging, meals, rental cars, parking, etc. The OCC will determine eligibility for the charge account holders, however, employees will sign a cardholder agreement with the travel charge card company. Employees will pay charges with travel reimbursements received from the OCC. The OCC does not assume liability for any charges made using the individually billed accounts.
