This solicitation is issued in accordance with OMB Circular No. A-76, Performance or Commercial Activities. As a result of this RFP, the offerer determined to be the best value proposal to the Government will compete directly with the Government in-house most efficient organization for the award of this contract. The Contractor shall furnish all labor, supplies, supervision, materials, tools, equipment, management, and transportation necessary to provide motor vehicle operations, motor vehicle maintenance, refuse collection, maintenance of material handling equipment (MHE), maintenance of railroad trackage and other mission support and maintenance services. The Contractor shall be licensed by the State of Indiana or the Department of Defense to provide the required transportation services as described above. All work shall be performed by certified, responsible individuals and in accordance with federal, state, local, and installation laws and regulations. This solicitation will contain Service and Davis Bacon wages. Technical factors will include: Past performance, and Quality Control and Safety (including explosive handling) management ability and capability. The Standard Industrial Code (SIC) for this project is 7389. The related Small Business size standard is $5 million. Completion time is 365 calendar days after award plus (2) one year option periods.
