Cynthia Allen -- 202-305-4502 This is a combined synopsis/solicitation
for commercial items prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information included in
the notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. Solicitation: HQINS-8-0025 (RFP) is hereby issued. The
solicitation incorporates provisions and clauses in effect through
Federal Acquisition Circular 97- 06. This is a small business
set-aside. The SIC Code is 4522 and the size standard is 1500
employees. Description: The INS requires a contractor to provide one
aircraft and crew to fly approximately 200 migrants from Mexico City,
Mexico to Xiamen, People's Republic of China, for the purpose of
repatriation. The contractor shall provide: 32 escorts (50% whom speak
Mandarin and 50% whom speak Fukien). Sufficient restraints such as leg
irons, waste chains, and handcuffs. Hot and cold meals, no hot fluids,
and only plastic folks andspoons for eating. Full IATA insurance in
accordance with industry standards. A contractor representative to meet
the flight 24 hours before arrival in Xiamen. Contractor shall make all
overflight arrangements and obtain all landing clearances. Period of
Performance: The contractor shall depart Mexico City on August 25,
1998, and arrive Xiamen on August 28, 1998. No other dates are
acceptable. Deliverable: Confirm the departure and arrival of the
flight with the INS Representative. Evaluation Criteria: The contractor
is evaluated on how well the requirements of the statement of work are
met and past performance in international air transportation. Cost is
more important than technical, and technical and past performance are
equal. Offeror's are to submit the following: (1) Payment terms, (2)
Dun and Bradstreet number, (3) taxpayer's ID number, and (4) written
representations and certifications as required by FAR Clause 52.212-3,
and (5) two references for performance of two similar contracts.

97); 52.212-3 Offers, Representations & Certification Commercial Item

Statutes or Executive Orders-Commercial Items (Aug 1996). The
government intends to make a single award of a firm fixed price
contract to the technically responsive and responsible offeror that
