The subject acquisition is to provide all labor, materials (including paint), vehicles, equipment, tools, supervision, administration, buildings and facilities required to perform protective coating maintenance at Scott AFB, IL. The principle items of work includes but is not limited to: application of protective coating to interior and exterior facilities, including attachments, i.e. fences etc., detached storage buildings, cleaning exterior surfaces to remove dirt, mildew, fungus, etc., sandblasting facility surfaces, layout and striping required for traffic control on streets, parking lots, airfield runways, etc., spray painting for special purpose requirements by the use of air and airless spray methods, caulking, taping and bedding of gypsum board, application of vinyl-coated wall covering and solar film, manufacturing various stencil of varying sizes and specifications, manufacturing of signs, including hand painted signs, painting special event signs, banners and posters, painting special hand lettered and graphic signs, emblems and logos, and lead base paint removal. The contractor will be required to maintain a management office on Scott AFB in order to receive delivery orders and provide other management services related to accomplishing individual jobs. The contract resulting from this Request for Proposal (RFP) will be a fixed price requirements type contract. The successful offeror will be selected through Price Performance Trade-Off (PPTO) techniques. This is a negotiated procurement; therefore, offers will not be publicly opened. The performance period will be a twelve (12) month basic year with four (4) twelve-month option years to be executed at the government's option. The magnitude of this project is between $1 million and $5 million for the basic year and 4 option periods. The proposed contract herein is unrestricted.
