A -- ASSIST RUSSIA AND INDEPENDENT STATES DIVISION SOL 98-3352 DUE 082898 POC lawrence Frazier, 301-713-0851, Vivian Smith 301-713-0853 The Department of Commerce/NOAA/ITA has a requirement on a sole source basis for Sarah Reynolds to draft and edit informational Handbook on Russian arbitration system. The U.S. Department of Commerce, International Trade Administration shall provide the service provider with a complete list of Russian judicial bodies and names of experts to whon the draft copies of the draft outline of Handbook should be distributed for review, comments and recommendations for input four (4) weeks in advance of the time the service provider is ready to distribute the draft outline. Substitutions shall be made with as much notice as possible but are subject to last minute changes. The U.S. Department of Commerce shall arrange for the Handbook to be translated into Russian. The contractor shall have significant experience and knowledge of procedural and substantive aspects related to Russian commercial courts, treteisky courts, arbitration system within Russian Chamber of Commerce and Industry, courts of general jurisdiction, and other commercial dispute resolution mechanisms that are available in Russia. Contractor shall have knowledge of problems and obstacles the U.S. and other companies face with commercial arbitration or enforcement of arbitral awards in Russia and the ability to draft an information Handbook which both identified problems and assists companies to overcome them. Contractor shall have the ability to coordinate and work in consultation with Russian judicial officials and the U.s. and Russian private sector experts, arrange for their comments and recommendations, as well as to independently analyze, evaluate, and integrate. The contractor will provide to the U.S. Department of Commerce a hard copy as well as a computer disk in a word perfect 6.0 format of the Handbook.
