Biological Resources Division, Corvallis, Oregon, has a requirement
for chemical analysis of last year's collection of river otter liver
samples. Analysis includes OC pesticides and congener-specific PCBs
including co-planar PCBs; dioxins and furans on high resolution mass
spectrometer (need all 1, 2, 3, 7, 8 substituted furans and dioxins);
heavy metals and mercury; and Pentachlorophenl and diethyl ethers.
QA/QC will be handled by the Canadian Wildlife Service (CWS), with
spiked samples used. CWS QA/QC standards must be met. The USGS intends
to negotiate on a sole-source basis with Great Lakes Institute for
Environmental Research, University of Windsor, Ontario, Canada. (CBD

supplies or services for which the Government intends to solicit and
negotiate with only one source under the authority of FAR 6.302.
Interested persons may identify their interest and capability to
respond to the requirement or submit proposals. This notice of intent
is not a request for competitive proposals. However, all proposals
received within fifteen (15) days after date of publication of this
synopsis will be considered by the Government. A determination by the
Government not to compete with this proposed contract based upon
responses to the notice is solely within the discretion of the
Government. Information received will normally be considered solely for
the purpose of determining whether to conduct a competitive
